Thought that I would take some time and help educate my captive audience in regards to the proper allocation of Community Preservation Act (CPA) funds. Its seems to me, as well as many others that Peabody's leaders see it fit to use these funds whenever and where ever they see fit. CPA funds: "The Community Preservation Act (CPA) is a new tool to help communities preserve open space and historic sites, and create affordable housing and recreational facilities. This web site has been created to assist individuals and municipalities in understanding and implementing the CPA."
